Yes. Actually there is very little about war itself in the story. It is mainly about personal growth between the two main characters, and how the war is affecting the civilian population. The publicity tour is eerily reminiscent of the war bond tours of WWII, without the raising money aspect, just the trotting out of people involved in the war in an effort to bolster morale.
