I read a do over story, where the guy went back and "stole" future ideas to make life safer; such as cars, and other things. I seem to recall that there were other "returnees".

The only do-overs I remember with other "returnees" that are a significant part of the story is Retreads and Retreads Part Deux by Rotedrachen

Kraken's Robledo Mountain series has several returnees.
novascriptus's Paul's Redemption has the protagonist "inventing" several auto safety features, including crumple zones.
Lazlo's https://storiesonline.net/s/18499/emend-by-eclipse has other returnees and car restoration but no new tech.
Another one with multiple returnees is Grey Wolf's Variation on a Theme series - 6 parts so far, #7 coming soon.
The first story I thought of was A New Past by Charlie Foxtrot. That has a returnee inventing lots of stuff, throughout the story. However there are no multiple returnees.
I wonder if you may be conflating stories?
I seem to remember the beginning where he was inventing a new nuclear technology when terrorists atta ked and he was thrown back to a younger age. I could be conflating stories of course. I admit it. I have read so many stories on here, that I co7ld probably build a library with all that I have read. And I gotta say there are Many good authors here. So please bear with me...I am not as young as I used to be.

So pay for a month and download it - and some other stories by that author. Very good use of the money. Better still, pay for a year and try out a lot of the stories behind the paywall, and download those that you think are worth rereading. Support the site!

-- Actually, that is the only premier story of Charlie Foxtrot (the rest are accessible to basic members). The principle is sound though - crawl the list of premier-only stories, make a list of those that look interesting, download them all during your one-month membership. Because downloading is so much easier for premier members (there is site support for it), you could also easily grab your favourites from non-archived authors. ISTR that Lazeez has commented that the site would be self-funding if 5% of readers purchased a membership, and buying a month every year or so would come in above that figure.
Regarding the multiple-returnees issue, A New Past does have then in a fashion - in Paul's sarcophagus experiment near the end he causes multiple returnees, but in different dimensions. I think this opens the door for a sequel, where a second-generation Paul tweaks things to achieve deja-vu communication across the dimensions rather than overcopying (or is it creation?).
