Not 100% sure but my guess they are the hospital that keep the biuldings set at a cooler tempature as this help with infection control and slows bacterial growth as well aiding in patient care. Plus the colder air help with the smell of vomite and bowl discharge.
according to the FAQ for one of my local hospitals they maintane a temp of 20Ā°Cā23Ā°C (68Ā°Fā73Ā°F) and that the lower temps are for all the public and working areas while the warmer temps are the paitient rooms.

You would never know it was warmer in my room when I was in the hospital 2 years ago. I had to have my wife bring me a sweater. They had the rooms at 65Ā°F.

As part of my go pack for any time I go in, I have my laptop, my phone, a fan to keep cool among other things.
Don't forget a tablet. They are easier to hold to read than a laptop when laying in a hospital bed. And warm clothing!
