I think I know the one you mean. I believe the sex offender in question was having consensual sex with his underage daughters and when it came out they actively tried to defend him.
He either serves his time or gets out on a technicality and is able to get an apartment in a much nicer place than he expects. The explanation of the manager specifically offering him an apartment comes later in the story when she admits she had seen the interview done with the girls and tracked him down.
Unfortunately, I can't recall the title or author. I think it's probably 90s era. It may be on SOL, but I'd be more likely to expect to find it in one of the old collections on ASSTR, something like Ol' Joe's or The Libertine.
