Book 8 - Oxford University
Correction:
He is appointed in Book 5 - Star to Deckhand
He occasionally performs some of the duties in books 6 and 7.
He starts to actually be one with all the regalia, etc. in book 8.

Just trying to reduce any confusion about the answers.
Both skyview and LonelyDad are correct. skyview used the original title as first posted here on SOL. Banadin later removed the stories, did very few changes to the content but re-chaptered them into shorter chapters and published the original four (three) books as Books One to Seven on Amazon.
The next bookβafter "Tenth Grade" (original title)βwas then Book 8 β Oxford University.
To complete the confusion, he finally reposted the first three "amazon-sized" books again here on SOL.
BTW, back then, before the remove and re-chaptering he merged the first separate story My Summer Vacation 1958 with the second Ninth Grade 1958-1959, so depending on when you downloaded "Ninth Grade" it may contain "My Summer Vacation 1958" or not.

In the original books first posted here I thought he was first appointed a Messenger near the end of the second Summer Vacation book and between Ninth Grade and Tenth Grade. And I'm pretty sure LonelyDad is correct as to his appointment's place in Book 5 of the redivided new series.

I just did a search for "Queens Messenger" in my copies of the books:
Summer Vacation 1959, Chapter 3: Appointment as Queens Messenger by the Queen and first meeting with head messenger Mr. Norman.
Tenth Grade, Chapters 7 and 8: First job as Queens Messenger, delivery of an envelope to a Chinese drycleaner in LA's China town.
Oxford University, Chapter 26: Buying three Cessna airplanes, leasing one long-term to the Messenger service and getting seconded to the RAF as a Flying Officer.
In following chapters flying for the Messenger service and on a return flight from Brussels reporting a capsized boat, thus rescuing the passengers, one of them was Brigitte Bardot.

I have that as "Book 10" not "10th grade". A search has me finding Rick passing 10th grade in ch 12 of book 7 "Third Time is a Charm".
I'll have to re-read from the start to see if he starts 10th grade in this book...

Edit to add - found he starts 10th grade in ch 5-6 of book 6 "Surfing Dude"
He started the series out as 4 books of varying lengths. Becoming a Messenger was in the third book. But when he put them for sale on the river he reworked them into about 6-8 books of similar lengths before adding the later books. So becoming a Queen's Messenger would be in late book 5 or early book 6 in the new setup.
