Trying to locate a story I read a LONG time ago:

There is a learning tech that automatically downloads learning and skills -- reading, knowledge to an advanced level, etc. -- to children at a certain age. But, the MC doesn't "take." Turns out, this is because this is because he has the potential to create new knowledge, something those who get the download will not be able to do.

For future reference, if the SOL memory bank ever fails you with a question like this, there's a reddit sub called WhatsThatBook. It's a huge sub with a number of librarians and teachers as active participants. Not perfect, but you'd be amazed at some of the books people can identify.

reading this the Stargate SG-1 episode with engram transfer came instantly to mind. it is a very sad episode because the girl they teach to play is a learning 'donor' and basically becomes a vegetable when that knowledge is transferred to others. but that is how that society 'learns' and 'advances'. can't remember the episode name or the girls, saw it many years ago but pretty sure it was from before the disastrous departure and eventual return of Michael Shanks 'Daniel'. If I got the actor name right, btw don't look for a current pic, he has not aged well

Given that he was 26 when Stargate started and is 53 now, I'd say he's aged alright. Of course, I'm about the same age so my viewpoint may be skewed. ;)

well he's only a half dozen ish years older than I am and it looks more like 2 decades
