I vaguely remember the beginning of this story.
A guy is called by a buddy (in law enforcement) to use some heavy equipment. This is possibly in Florida. While digging into a seized bunker, they find stuff. Money, or weapons, or vehicles. Possibly all three. The more work done, the more locations get added to the search and seizure paperwork and somehow, he is making a fortune. Bad guys want their stuff back and... Okay, end of memory.
