Protagonist:
- is living in area where CAP testing is illegal/very difficult.
- Living in orphanage /group home as parents left after he was 14
- Earth first arson attack on orphanage / group home (I think)
- Turns out protagonist is working undercover and has a very high CAP.

I assume the non-SOL stories are because the authors wrote them years ago and never cross-posted, or are no longer active, but there may also be content issues.
