Looking for a story I read not to long ago.
Main character wins a lottery, but the price is not money but an above-the-law status. Basically he can do whatever he wants, except harm goverment employees.
He starts with taking the lawyer that came to explain the rules to him.
I'm not sure where I read it.
You'd think the lawyer they sent to explain things to him would be a government employee. I sure as hell wouldn't do it otherwise.
Might have been that only elected officials were excluded. I'm not sure.
I have used all search options I can think of here, so I am almost sure I read it on another site.
I have a story where the MC gets told he is more or less above the law.
However, this has nothing to do with a lottery and he is initially told this by a deputy director of the FBI, not a lawyer.

1. Pay attention to the codes before you start reading. There's some pretty extreme kink in it.
