Chota?

I don't speak Spanish. Not long ago, I came across some Mexicans who, if I understood them, were using the word "chota" to refer to the Border Patrol. I looked online for a translation of "chota," but found nothing that seemed to fit. Did I misunderstand or what?

That's fairly close, it definitely matches the intent. Read in the same way some here refer to law enforcement as "pigs," only no where near as polite as that.

You only use "pig" if you're in polite company, like your boss's funding effort for the local police department. In private though …

You've missed the context of his statement. Pig is much more polite that calling someone (much less a cop) the loose skin between the ballsack and the anus. Which is the literal translation. Quasirandom had it right when he stated "Yeah, that last sentence is a bit of an understatement…"
If you're in Mexico and want a good beating, just call one of their federales "Chota." Though the term is more frequent to the Central Americans. Assuming they were Mexican was a mistake.
