Got to wonder about them when they offer up to $120 for every referral. I can't get far into the site without them insisting I start an account. But from what I can see it looks like a vanity publishing house.

I agree, it's likely a vanity press, meaning they only publish by selling authors hundreds of copies of their own books, which they then sit on until they can unload them.
The best bet in those cases, is to Google "Is Outskirt press legit or not?" The topmost response is a Forbes article, sponsored by, you guessed it, Outskirt Press. It also turns out, they charge over $900 simply to submit your work for their consideration. Anyone who'd agree to those terms is a certified moron!

Do you see any books for sale on their site? No. They are not selling to readers. They are selling to authors. A big red flag.

Understood, but often, what defines a reputable institution is what they do NOT say about themselves. Honest people speak honestly about themselves, dishonest people simply dance around the truth, for it means nothing to them.
I found it interesting that all the supposed reviews of the site were paid ads, with no sources backing their outrageous claims.
