Minor Update to the submission system

I added a couple of requested features:

1 - Toggle public comments on/off during new story submissions.

2 - Added availability date selection to chapter reposts.

"¡Muchas gracias!" would be the proper formation; gracias is feminine, not masculine.

I think the correct phrase is "Mercy Buckets." That's what they say in Quebec.

Hmm. Must be a regional variance. I've always heard it as "Marcie's Buckets." ;)

No buckets (or bouquets) necessary.

When English and wishing to thank a french person, all that courtesy requires is a simple 'Thank You'. Obviously one speaks slower and slightly louder whilst conversing with them... :)
