It is not just a matter of cup size. You must also factor in firmness. A D-cup might not sway if it is very firm, but a B-cup could sway if it is not very firm.

I would think that how energetically the woman is moving would also be a factor. I'd think that anything big enough to protrude from the rest of the chest would sway/jiggle under the right circumstances.

You should see some of the "enhanced" breasts that wouldn't sway in an earthquake.
Remember your engineering. Large structures that DON'T sway are more likely to take damage in earthquakes.

Why not let them sway without worrying about their size or naming it? Tell us how they swayed and what effect that had on the viewer.

Middle-aged, as pregnancy itself begins the process and it worsens rapidly with age. That's something that no amount of exercise can counter. Surgery can, yet breasts that big which don't sway is a dead giveaway for Breast Enhancements.
By the way, how old is the woman in your story, as that would help determine the 'proper' amount of sway. That's why I've always preferred small breasted girls, as they aren't as likely to expand as much. As runners are typically small-breasted, because it restricts the maturing body, whereas other exercise, won'tβespecially shot-putting. ;)
IMHO, sway means they move... typically the word is used to describe larger size breast. But just watch a few volley ball games and the girls with smaller breast still 'jiggle and wiggle' to quote the Jello Commercial.

"Cup size" is a ratio. That is, assuming the same size breast, the size will vary among girls of different sizes.
Specifically, if one were to measure a female, around he chest, directly under her breasts, and get a number of 30. She would have "band size" (that's the number in a bra) of 34. No real explanation of that except add 4 if it's even, 3 if it's odd (the girl with the odd number on that measurement adds only 3 and uses the second catch.)
Then measure around the largest part of the breast. For every inch over the computed band size, that's a "cup" size.
It creates confusion in writing. Someone with a 34D bra size has the same sized breast as a 36C, a 38B etc.
Beyond that breasts may be the same size, but completely different. The word "firm" is often used as is "pillowy". Yep they are all different and depend on the fatty content of the breast itself. Not a lot to do with age but body type. I've known girls in their teens with 36DD "pillowy" breasts (very soft, lots of sway), and also over 30 with 34D "firm" breasts (some jiggle and wiggle, but generally stay in place). It generally depends on (hey none of us have seen them all) body type being anywhere from lush to slender, but even that has exceptions).
The truth is, absolutely NO two women are alike, write it as you see fit.
This doesn't defeat the argument that age increases sway mind you. Gravity takes a toll on women of all sizes and it's very much true that that will increase that.
Why dont you go to the local park, watch the women joggers, and when they stop simply ask the lady joggers how big breasts have to be as they sway.
I have a feeling the lady joggers will be more then happy to anwer the question by macing/tasing your ass, and then politely kicking your teeth in.
