As a reader I agree with you and like that #3 George Orwell pick. Although it looks like each of them had some good tips as well.
I especially like the bit about "Follow these rules, but feel free to break them all if it works for the story." That's probably the best advice of them all. Don't feel constrained, but focus on what works and what doesn't, rather than on a strict set of guidelines.
You need to learn the rules so you realize what's at stake when you break them, but once you understand the risks involved, you're free to evaluate your choices and select the best one, rather than doing the wrong thing out of ignorance.
