Hmm, there should be far more stories. Most authors writing about werewolves or other wereanimals don't use the label 'Shapeshifter' for weres, so those stories won't be found using shapeshifter as search criteria.

That's probably due to werewolves or were-animals aren't necessarily thought of as "shapeshifters" but as their own category - "were-whatever".
For example, using Kris Me's stories (as I noted many of his were among the 71 listed stories), his shapeshifters included not only human-human shifts between genders, but human-animal shifts. Additional shift forms may be obtained thru interactions with other shifters ...

I've read some of his stories and the change in gender produces just a definitely male or female version of the person. The number of animal forms of the original Keltrian Shifter race was very limited.
The Wefts of Anne McCaffrey's Planet Pirates trilogy
are the ultimate form of shapeshifting aliens. In chapter 3 of Sassinak, Sassinak approached another cadet:

Nothing was thereβor rather, a peculiar arrangement of visual oddities that had her wondering what he'd spiked her mug with. Stringy bits of this and that, nothing making any sense, until he reassembled suddenly as a very alien shape on the wall. Clinging to the wall.
Sass fought her diaphragm and got her voice back. "You'reβyou're a Weft!" She felt cold all over: she had wanted to embrace that?

Lastly, it's been more than 3 decades since I'd read the PP trilogy ... and they were not Liz Moon's or Jody Nye's best works ...

Is that right? I was aware she was most likely Australian, as too many of the characters and locations in her stories were AUS or had AUS-ties. But I never saw any definitive words or comments regarding her gender in the blogs (pretty much every reference was "I"), so as "Kris", (like Chris) is not a gender specific name, I defaulted to the male pronoun.
Whatever, I enjoy most of her stories.

Good story about shapechangers and an evil wizard and a girl who has a connection to the werewolves that live on her family farm.
SHAPE is Supreme Headquarters Allied Powers Europe. It runs NATO which is shifting by adding countries and taking more activities involving the war in Ukraine. So yes, there is SHAPE shifting.
I can't arrest it, I am not in law enforcement.

What type of shifter?

β’ shifting only between human forms, changing appearance like size, age, gender.
β’ Shifting between a distinctive human form and a limited number of animal forms.
β’ Shifting into any form: human, animal, plant, inanimate object like a desk.
Then involuntary (like only during full moon nights) and voluntary (any time at will) shifts.
Would any of the above do?
