Close but no cigar: the time zone you have set on your Operating System. Usually your local time zone but you could have set it to something different.

As others have said, your browser should display all time stamps converted to the local timezone set in your OS.

There are actually two settings you must check: one for the time zone which is used to convert the sites time to the set time zone and another setting for the display format which is often taken from a culture setting.
