Looking back on forum history, that chapter's publishing date and edit date correlates to specific mentions in the forum. Could be another potential factor or contributing factor in the apparent disparity. Could be unrelated as well. Something to consider.
It's not a counting error.
This could be the result of an attempt at DOS attack on the site.
The system doesn't keep track of who downloaded a chapter, so each time a chapter is downloaded, via reload or multiple simultaneous loads, the counter is incremented each time.
So, if there was an attempt at DOS attack on the site, they could have used that chapter's specific URL to flood the site with requests and it could have done this.

Don't give them any ideas, before you know it they start rigging the voting system :D
More likely an unscrupulous author will start wondering how many times he has to post the URLs for his stories to Chinese message boards before enough DOS attacks occur to make his stories top the 'most popular' listings.
