But the Advanced Search doesn't have an option to ignored completed stories, so he can't replicate the top ongoing serials list from Advanced Search.

It's sort of already done. On the home page is the bar with the links to all the SoL pages, the second link from the left is Updates and lists the updates in the order of the most recent first, then goes back along the list by date. The page is sorted by last date only, and is:
