Since this page's purpose is for downloads, I switched story name's link to the more info page.

In a way, it is. The download links become unvisited (should change color) when a story's update time is changed.
Looking at that list (I'd never noticed it before), I see some stories which were updated in 2017 but where the authors were believed to be no longer active at that point.
Colt45, Brendan_Buckley and Brian_in_the_Dark would be examples.

Could be. It's too long ago for me to remember what happened and why some stories were marked as touched.
