Guilty before birth

Sometime in the future, probably at least 30 years.

A guy (kid, young man?) Is looking through some old papers and finds his birth certificate, but it has a different name on it. (Not sure how he knows it's his...) Looks that name up online and finds that he is WANTED. Not only that, he has been found guilty 'in absentia'and sentenced to death. Likewise his mother and possibly his father. He was tried PRE-BIRTH. Crime? He is a mutant.

Conflict: Now that he did the search, his name is flagged, along with his current identity. Bad guys follow.

Two birth certificates, otherwise identical but for name. He finds the "wrong" one because the new one is misplaced, then finds it too, see them side by side. Same time same place same weight, etc. Still could be a cradle brother, but most likely assumption is a name change.

One possibility is that the MC was given a box filled with old papers that they knew were owned by their birth mother. These papers include hints at the MC's birth name.

Great idea for fans of the Marvel "Mutant Wars" movies, yet it hardly appeals to many outside of that limited scope, as it's hardly a 'universal' or even applicable to most people actual lives (i.e. not at all relevant nor relatable). Story ideas are best when they're largely generic enough, an author can choose how to adapt it however they want, so general premises are better than overly detailed point-by-point explanations.
