It probably boils down to a (dubious) claim that not wearing clothes would be beneficial to teenagers mental health, seemingly backed up by research in nudist environments.
One possible, and suitably insane implementation by local officials concerned by nothing but misinterpreted appearances could be:
While clothes are supposedly optional, almost everyone wears those almost always in everyday life (and are actually required to by soft power means), but all official school photographs depict all students in the nude. Like in yearbooks, group photos, award ceremonies, graduation ceremony, etc. Those are mostly staged in studio environment, so students aren't actually all that much around each other without clothes. However, the impression is as if they were going to school naked all round.
The story could be about a slowly growing group of students who actually want to attend such a NAKED school in the nude indeed, as they are supposedly allowed (if not required) to, and struggling with resistance and repercussions.
