Has A school, with a shelter/foster house/orphanage, a dirty senator, a shooting in the school parking lot that kills one who is protecting another, and more. This is one I forgot the title and there are so many Swarm Cycle Stories with enough similarities, that I hope someone will remember the story and not need the search engine.
