The Hollywood movie "Based on a true story" claim reminds me of a Dr Seuss story "And to Think That I Saw It on Mulberry Street."
It has a young boy who saw a horse pulling a wagon on Mulberry Street, and who let his imagination go wild to just before the end he was imagining a major parade.
So based on a true story? That's like "The true part was the dude walking down the street. I made it up from there" in that regard I could mark all of my stories as based on a true story, as they all tend to have the same character name or are based in a realistic location, or some other nonsense.
