Since it's possible to set some preferences for the "Random story from the archives" I would say you are correct.
Some of the things that can be customized are:
Apply Category exclusions
Minimum score
Minimum size
Progress status (completed, hide incomplete and inactive, or show all)
Exclude bookmarked stories
Exclude read stories
Exclude flagged stories

There are a set of preferences specifically FOR the random story from the archive feature. This may be relatively new.
Even if preferences are ignored, that doesn't mean the random selection is made under the hood for all users in one go.

No, even for these: under the hood there's a call to a javascript function (tolocalestring) which formats the constant (across users) on-page javascript timestamp to your local, preferred format (set by your system)
I know nothing about the RSftA settings, except that I've never seen an incomplete story highlighted (so they're probably excluded) and Lazeez has put in a delay so that a story can't appear too soon after it has finished posting (after a RSftA post was adjacent to the final post of the story)
Yes, I thought the Time/Date would be handled that way.
I think the RSftA changes every two hours, on the (utc) hour.
