another author wrote a story in the universe but didn't link it to the universe
Ernest has the right idea. Its what i am looking for but its not what i am remembering. Do you remember the name of that other author ?

Sorry, but I can't. My memory isn't as good as it should be for some events in the last 5 years due to the extreme stress and depression caused by the events during that time. I've a vague memory of someone asking to be allowed to write in the universe so I opened it up to be a public one and I can't find that email now, but it may have been a sol message and thus cleared out by now.
I do intend to write more in the series, but I can't read or write anything of a graphical sexual nature until after June 2021 due to legal issues.
Breader's Cup by
Breeder's cup was deleted sometime on or before 2020-02-08 along with all(?) Steven Seven's other works.
After World War III 70% of the population was dead. A bioengineered virus rendered sterile 99% of males and 68% of females. Breeding more children was essential. The limiting factor was fertile men. Steven was one. As the most prolific stud on earth, when he told the World Council he would create a selective breeding program, they had to listen. That's how Steven's Pole Star Breedary came into existence. Steven aimed to create the human equivalent of purebred race horses. He succeeded.
It was part of the Breeder World universe, and as of 2019-11-09 had not been updated since 2019-03-01 (incomplete & inactive)

Interesting. He's not showing on the current recently removed list which has entries back to 2020-01-28.
He's not in the author list any more.
He was posting a lot of extreme male dominant stories with a lot of scat play, and the stories I recall from him aren't showing up in a category search. So he didn't just change pseudonyms.
I wonder if he took off in a huff or if our host gave him the boot for some reason?

We found a story with the same ID number. Were you looking for:
Not Quite a White Witch - Book 1 by LolaPaul ?
...however the ID was not recycled for a new story (which is how I noticed it was gone) until about 8th Feb.
All "Mannheim Fotzeroller" stories were deleted a couple of minutes later and I assumed that was the same writer.

So he ran off in a huff.
He posted a significant number of stories that would have had a fairly narrow audience and a lot of heavy critics.
We were always free to not read his stories, to ignore him. I made use of that freedom, early and often.

I agree. But there are others who have trouble doing that with stories that contain content they find objectionable. I've had my own encounter with one of those. I told mine to fuck off.
The dead-tree A boy and his dog ( Harlan Ellison novella) seems to match the requirements here, though the similarly named Dog and his Boy here doesn't.
I think Ken Randall started a story on these lines but stopped after a chapter or two, he then deleted most of his stories after a close friend killed herself.
It is also the premise for the Damsel-in-Distress stories.
In this one men aren't rare, but those able to procreate are extremely rare.

ty everyone for your recommendations and suggestions. Still have not found the story i was looking for though.
Story elements
1. young man
2. Fertility crisis
3. Organized system in place . Pays money for each child born. More money for males.
Way back in the 1950s, Poul Anderson wrote a (then) controversial book called "Virgin Planet". In short, a lost planetary expedition had a war, and all men died. The women used genetic engineering to use the X chromosome in 2 eggs to create future generations. Each with an X from 2 different genetic mothers.
Hundreds of years later they were discovered by an explorer. Men had become myth and legend, he was the only male on a planet with only females.
