MC is a female assassin or government agent. During a mission she gets stuck in a remote weather station for the winter with a guy that spends to whole winter monitoring the weather. He helps her get better. When spring comes, she leaves. But as winter comes, she goes back to him.

Almost certainly not the one you want (as there are other memorable elements you haven't mentioned), but Gina Marie Wylie's Will You Do This For Me has I think almost all the elements you list. The MC saves a female FBI agent (who is trying to track some girls) from dying in her car during a severe snowstorm, taking her into the remote cabin he is staying in. IIRC, there is an automated weather station there, although I may be conflating this with GMW's Rock Fall (on BtFH). Weather prevents her leaving and she can see that the girls she was following are not there, so when she leaves she defends him from arrest by her superiors who take the attitude of 'no smoke without fire'. Later, when she is in danger of losing (or has lost) her job over this, he helps her join the PD local to the cabin.

The entire story is there in Chapter 1, then gets repeated in the subsequent chapters.
