Today's chapter of Azkoval has the king in disguise going around the docks and helping out.
The story whose name I forget has a similar episode but where the MC, who is not recognised finds a young girl working under the control of a union which prohibits girls. The MC gets her out of there and proceeds to try to rebuild the dock area and improve the lot of those working there.
I'm not sure this is what you want. But Argon's "Tales of Tanitsar" includes a section where a young crown prince frees a girl from slavery at the docks and then goes about improving stuff.
