I have not read it, but the description of Cold Blooded Killer by Megumi Kashuahara sounds similar.
Yeah, that's one of Megumi's main themes, as she keeps repeating it. She does it well, but it is repetitious. But I never read that one, so it must've been one of her earlier Shooter stories.
