There are tool for that. Try contacting a nearby Lion's Club, who are dedicated to helping VIPs (Visually Impaired Persons) and they could see which would best suit you (text to speech software, specifically adapted for the blind is best). Though often, simply increasing the font size and the contrast are enough for 'older' eyes. (I can only see with one eye and was blind for a while due to Diabetic Retinopathy (bleeding in the eyes).
A very good resource is the American Federation for the Blind https://afb.org/. They also support the visually impaired as well as the totally blind. They have a screen reader called JAWS that a blind friend used for 25+ years before he died.
Yep, JAWS is the best screen reader available, yet for those with limited vision, there are other alternatives (i.e. magnifiers, especially the larger, overhead projection magnifiers). But again, that's also why for those with gradually dimming eyesight to read online, where they can adjust the screen size, font size and contrast to adjust the screen as it decreases.
It's not simply a matter of the utterly blind, it's an entire spectrum, from full vision to completely blind, and those at any point of the spectrum may need assistance, as things are rarely static/stable for long.
Life is a series of accidents waiting to unfold, we may avoid most of them, yet we too can suffer from nearly anything. It's just a matter of time, place and circumstances, in most cases.
