Nope that's not it but it looks like an interesting read. i'm seriously struggling to remember any details about the story i'm talking about, it MIGHT have been a harem/poly story but i don't remember there being any magic at all
A few questions which might jog your memory:
Are any adults around?
Is it post-apocalyptic, is the world going on as usual, or something else?
Is he rich or poor?
How isolated is the mountain? Does he come down daily for school, or only see people rarely?
Maybe "My Race is Royal" by Scotland the Brave? Teen mc has a dog, lives on a mountain with parents, I remember something about warm winds, he gets stuck on the mountain in a snow storm and meets or talks to a Goddess iirc...

The MC lives in a valley in Car 54, admittedly it is a high valley.
He's in his late teens, he has a dog, i remember chinook wind being mentioned more than once
Those parts all match, but:
He starts off living with his family, then moves to that higher valley to look after his grandfather's farm while his grandfather is in hospital. As to the rest, it diverges - dotB rewrote parts of the story at various times and that included central details of the plot.
THAT'S THE ONE! I couldn't find it when i looked on the search bar but when i Google searched it just now it comes up with authors name dotB? Who knows, that's the one though thanks, MUCH appreciated :)

Synonyms for chinook include windstorm, tempest, gale, flurry and zephyr. Haven't done a search under any of these, but they might help.
No, a Chinook is not just a strong wind. It is a dry downslope wind, typically strong and often gusty. The only synonym i known is Santa Ana, though some might say a Santa Ana happens near Los Angeles and a Chinook near Seattle.
San Anna winds or devil winds form when there is a high pressure ridge over the Sonoran or Mojave Deserts, or parts of the Great Basin region which cause the inland region's dry heated air to flow from east to west thru the canyons of the southern CA and Baja Mexico coastal mountains. As it descends the air mass heats up and the relative humidity is decreased. Chinooks, on the other hand, are westernly winds that come in two variations - coastal or interior. The first is the seasonal wet warm sea wind common in the Pacific Northwest coastal regions where the name originates, and the second forms along the eastern side of the interior US and Canadian mountain ranges, where a strong downslope wind is adiabatic heated as it descends. An interior Chinooks can be but doesn't have to be caused by a coastal Chinook. In short, San Anna and Chinooks are not the same, in spite of being a strong wind.
Learn something every day. I'd never heard of coastal Chinook before, in spite of having been out in more than a few. I'd only heard i used for interior Chinook winds.
Thank you to everyone that commented, the story i was/am looking for is Car54 by dotB, Thank you to Grizz for knowing what the hell i was vaguely talkin about coz i never would've found it on my own :)
The idea of making electricity from wind in the trees is also a major part of another story on here. I don't remember the name /author off the top of my head, but it is major part of a story set in scotland.
