It was about a young adult that went into witness protection and eventually fell in love with his handler? Whoever the chick was cia/fbi, it was her job to watch him.
That's all i remember about it lol.
I can think of a number of stories in which female agents from three-letter agencies are assigned to protect the young male Mary Sue character and a relationship ensues. But the stand out, which includes 'witness protection' is 'From the Journals of Michael Wagner' by Phil Brown.

I don't think that is the one im thinking about specifically because i remember said novel being complete and from what i can barely recall it wasn't poly/harem it was strictly a romance between the young adult male and the female agent.
Regardless i will definitely check out the one you mentioned, also if you have more younger adult men x older female agent recs please go ahead and drop them here.

Not the story you're looking for but 'Caleb' by Pastmaster has an older female FBI agent with a younger male. I'm enjoying it, although updates are rare lately.
As for others, I can't remember titles and authors.

I have a vague memory of one where they are in Utah or Colorado and she ends up moving him separately from his family. His family goes to the west coast and he goes east with her or vice versa? Probably pre-2010.

Young adult can mean different things. In publishing it's used today to refer to the entire teen market, but back in the 90s it was used to refer to the 12-15 age range with the assumption that most older teens would move to general fiction. At that time the term was also commonly used outside of publish to refer to college-aged and early 20s, what is now called "new adult".
