A Magic Fantasy Tale
Methinks.
Magic? Almost certainly, though not the main focus.
All I can remember is a very long stone staircase to a mountain top.
Dirt streets in the villages.
Evil men came to kill the villagers. Hiding from the evil.
Young people that climbed the staircase had some positive impact on the battles.
Beyond these tidbits, I have zero memory.
Does anyone have similar memories of a tale?

Legacy of a Legend by StarFleet Carl? It's sort of a novelized version of a Skyrim play-through.
Eric Olafson series by Vanessa Ravencroft also has a tall stairs, but it's more of a science fiction adventure with some fantasy elements.
Sounds like Lord of the Rings. Ring Wraiths, Hobbits, The path over the Misty Mountains or the path to Shelob's lair. Hiding from the Ring Wraith's at the Ferry or on Weathertop.
Merry and Pippin at Orthanc or Minas Tirith. Frodo and Sam in Mordor.
