I was watching a documentary about the us governments plans for succession. That brought on a memory of a story where most of the line of succession is killed/gone missing. I think a attack on the Capitol. Only a secretary is left (housing or something like that)
Does this ring a bell.

While posting cliffhangers are bad but once the story is complete is doesn't matter as much.
I'd have to disagree. Having the full story available would actually make the overuse of cliff-hangers worse.
It would completely disrupt any kind of story flow and you wouldn't gain the usual "waiting for the next act" advantage. So story structure is thrown complete out the window for nothing.

One of Tom Clancy book where Jack Ryan is the MC dealt with that topic but I don't remember the title at the moment.
Also, in one of the 'April' series by Mackey Chandler the an incident results in the death of nearly all those the line of succession. Don't remember which one it was. IMHO it is a great series.

The last chapter of 'Debt of Honor' has the actual attack. 'Executive Orders' is about his time in office.
John Ringo's series Black Tide Rising has the succession issue as part of the story and asks the question "What if the wrong person survives?"
The ist series of new Battlestar Galactica uses the same story line, with the Minister of Education the only survivor.
