Technically yes, but the relative time frame is probably not what you are thinking. Lazeez has said in the past that the time frames are defined from the points at which the scoring system changed. The last time the scoring system changed was years ago.
The number of stories in the current time frame is large as is the number of stories in it. Large enough that any fluctuations in the mean are likely to be very small.

It kind of depends on how you define the time frame. If you are thinking the same day/week/month, then no. The same decade would be closer.

Current 'Time frame' is 2013-12-31 -> 2032-01-01 so 18152 stories.
Where did you dig up that phrase. I removed it from the help system's score explanation because it always always gets misinterpreted. Somehow whenever anybody read 'same period' somehow they assume it's the same day or same week.
On FS and SFS there is only one 'period' as both sites were created after the current voting system was implemented.
