There's a "Contact" link on the home page that points to the above URL.
Go to the Home page, top right you'll see Contact, click on it and fill in the relevant info.
Tip. Don't write it in CAPITALS as it is considered to be both shouting and rude.

On just about very page of the site is a link marked 'Contact' that opens a message form which you can fill in and they'll get in the next time they log in.
I have done everything that all of you have suggested, yet I cannot get any real help. Sorry but it is very hard to be able to solve a problem that should be able to fix in only minutes, yet it has been hours already. I humbly apologize. Please be aware that I still have the problem, though.

All you asked was how to contact an admin. You haven't said anything about having a problem before now. No one can help you if you don't say what the problem is.
One other thing, if all you have is a free account, your expectations for response time are way out of line.
Even if you have a premier account the cost is not so high as to justify SOL having the staff it would take for that kind of response 24/7

One thing to keep in mind is there are no 24 hr admins on SoL they check in about every 12 hours, sometime more often, as they have other fullt-time jobs they work at.
While I can understand why you feel stymied, but there are only a few admins on this site, maintaining multiple sub-sites. Thus, depending on when you request the help, you'll likely be waiting for some time, as they need to process the multiple uploads (early morning 8 a.m. and afternoon 6 p.m.?) are their crunch times, so factor in a window of a couple hours either side of that.
They'll get to you, but you can't expect them to drop all their other work just to cater to your current crisis. Take a deep breath, go pour yourself some tea, and try to relax. Readers have seen this kinds of problems before, so they're forgiving about posting errors, though it seems like they're unforgiving, only because each one feels it necessary to report the exact same error to alert you immediately so you can do something about it.
If nothing else, just post a blog stating that you are aware of the problem, and have fixes ready to go, but that they'll take a while to post.
