Why? That would have been a state/local decision, the feds would have had nothing to do with it.
So what? Non-electric traffic control lights and flags had been around since the early 1700s.
At first I thought maybe Wilson had some link to Ohio. But that wasn't it. Then I saw it must have been because he was a Democrat.
Probably only because he was President at the time.
People from both of the major parties will blame the sitting president for anything bad that happens, at least if the president is from the other party, and some don't even make an exception for presidents from their party.
Conversely, they'll also claim to be responsible for anything good that happens to a current president of the opposition party claiming the groundwork was laid in the previous administration. Happens like clockwork.

Wilson had nothing to do with it. But everyone wants to blame someone nowadays. So why not blame the president?

Maybe not. Traffic signals are an imposition on Constitutional Rights, you know. They restrict one's freedom of movement. That, along with Gov't demands to cover one's face in public. Thankfully, limits on vehicle speed are easing; anyone doing 15 mph under the posted "suggested" limit is now considered a hazard to the flow of traffic. Freedom rules!

Thankfully, limits on vehicle speed are easing;
They're bumping some speed limits up to 80 and 85 on rural interstates and turnpikes out here. Since no one pays attention to the 70 and 75 mph limit anyway.
That way it only takes a little over an hour to go between cities here, or OKC to Dallas in 2 1/2 hours. (And yes, I know it's over 200 miles. It's not like you're driving through much congestion the whole way.)
