A few authors have customised text on their story index page between the copyright statement and the show story details link.
Please could someone explain to a dummy (ie me) how to do that.

I do it this way:
On the first page of the submission, I put things in this order--
"story title"
my name
whatever I want in the index page
Chapter 1
the story text
If that is not enough information, just let me know and I will send you a specific example.
I did it with the {notice}
Story Title
My name
{notice}
the notice text
{/notice}
Chapter 1
chapter text
For new stories: Whatever text you put between the story's titles /author name and the first 'chapter' marker ends up there (unless it's too long and we move it to a separate file).
For existing stories: repost the cover.

Being a dummy, the most bureaucracy text I've ever placed at the start of a story is 'Chapter 1', letting the wizard manage/default the Title, Author, Copyright etc.
If I download a story in .txt format, will that give me the text of a vestigial 'cover page' into which I can insert the text I want?

It should. But there is no specific formatting, so nothing in particular to do for that text.
