I am fairly certain those are called bloomers.

Ladies underwear (panties) was called bloomers when I was a kid.
I think cheerleaders wear shorts under the short skirts nowadays.

I have at least heard of spankies and bundies and would possibly identify them as a form of underwear, but not lollies, though I understand bloomers to be loose, trouser-like underwear (or shorter, up to maybe mid thigh), not form-fitting.
Anyway, I call them annoyingly in the way.
37 years ago, when I was a cheerleader, they were generally called spankies. They are not panties, but a tight pair of shorts worn over panties. Unless the individual is going commando as my partner would often do.
Very distracting she was.
