It's not going to fall off, but it will still hang down when erect rather than standing up. The tisues that are cut don't anchor it to the crotch, but to the interior of the pelvis.

I would presume as with just about everything else biological, there are normal variations from one person to another along with extreme outliers. That said, I can't find any good medical data beyond a bare average.
