How utterly delightful. Love her business acumen; could see the gnashing of teeth on quite a few sites should she "slam the paywall down."
Her slamming the paywall down seemed like a dirty trick to me and presumably is why the practice is prohibited here, but it seems to be accepted practice there and I guess no surprise to her readers.
OTOH I wonder if any of her work or that of her fellow writers has been translated into English.

It said 55,000 people read it on wattpad. When I was on wattpad, everything seemed to be in English.

Is that true?
I thought authors could make their stories premier-only at any time.

You mean making it Premier after posting some chapters but not all? Doesn't that fall under the "no teasing allowed" rule?

I don't believe so. I think it only applies to external sites.
'Lumpy Lisa's Transformation' started as free for all, then was made premier.

Apparently, it depends on which Wattpad community you join. This one is in Hausa (although the blurb is in English), as is apparently the one pictured in the article. It's also a women-only group and strictly policed by its members against the presence of any man.
