Mr. Yeats seems to be talking about the USA in 2020/2021. It is also the opening for my fictional story about how badly things could Fall Apart in the USA. Eventually, we will have to rebuild. My story is about some folks who were preparing solutions for ecological issues, and to a lesser degree social problems in rural regions, when "THE LIGHTS WENT OUT..."
