The usual human response to somebody else's idea, just because it was initiated by somebody else. In the corporate world it's called the "NIH syndrome"--the letters standing for Not Invented Here." Same attitude pervades politics, and so dreadfully many other areas of human interaction. The view seems to be, If I didn't think of it first, then it can't be a good idea--and if it's not a good idea then I, from my omniscient viewpoint, must do everything I can to impose my view on all about me, even to the point of cramming it down their throats. Of course, it's all for their own good."
One of the common mistakes made by those espousing a Cause is to focus solely on getting initial attention to it. Once that's done, there remains the problem of keeping thing going. It's how the operation is administered after the start-up has been achieved that will ultimately make it a success or a failure.
Just a typical bureaucratic foulup, with drastic consequences. Or is it possibly more?
