The Consensus
When the world was young demons were abundant and unlimited. They allowed the human race to grow, using them much the same way we use cows today. The demons were aristocratic in nature, with those that could take on more refined shapes being the more powerful. Vampires were considered the top of the food chain. However, the demons never expected that the humans would be so mentally powerful. As more and more humans were born, they started to create doubt. They doubted the demons superiority. They doubted their own weakness. Humanity spread throught the world and soon the linked doubtthey had created began to exert its control over everything. The gathered doubt formed into what is called the Consensus. It limits all of demon kind, allowing them only the powers that they are believed to have.
As time passed, demon kind became much weaker, those that were able to remain in the world were either so limited that they were little more than powerful humans, or they became true monsters, embracing insanity for the power it granted. The once noble race of vampires became little more than boogiemen and monsters to prick at the outskirts of humanity. Few vampires went to sleep before humanity's take over. They were no longer part of the world, but didn't want to leave it.
Welcome to the Consensus. The Great Web is woven out of doubts and beliefs. The supernatural exists, but only as humanity allows it. Only the truly powerful are able to ignore the Consensus' rules and flourish.
