Head to your story stats page, click on the name of the story in particular you want (to get to the 'detailed' story stat page, and then click on "Show Public Comments". That turns it on, but don't get confused when you back out of the page and accidentally turn it back off again. Just back out until you get back to the story stats page and you should see the total comments on the story is "0".

Sol Home Page - click on the Authors / Editors Link
you can click on Manage Stories where you can make blanket changes to things like voting for all, end notes for all, and copyright notes for all
or you can click on Story Stats for a list of stories and stats. There you can select and click on a specific story to look at its individual page
That takes you to a page with button at the center top where you can change things for that story. The Hide Public Comments button alternates with Show Public Comments and relates to the comments at the end of the story - it shows the option not active at this time, so you can go to what it says.
On the Home page, and some others, near the top right corner is a link My Account if you click on that you get your account settings page. That has a list of settings you can change.
On of them is Messaging System Preferences where you can set your messaging preferences about when the system lets you know there are messages.
